Notice is hereby given that the next meeting of the Lothian Buses South East Region 15s, 16s, 17s & 19s Youth Football Leagues shall be held on Monday 6th February 2012 in the Jewel Miners Welfare Society & Social Club, Bowling Pavilion, 56 Duddingston Park South, Edinburgh, EH15 3LJ, commencing 7.00pm.
All member clubs should be appropriately represented by a registered official authorised to make decisions on behalf of all the clubs they represent.
Intimations of non-attendance should be made to Allan Archibald, League Secretary, by 4.00pm on the day of the meeting.

Urgent Notice - Parking at The Gyle pitches
Please see below an urgent notice from CEC Sports Pitches Manager concerning car parking at The Gyle pitches.
URGENT!

Subject:           Restricted Parking- Gyle
Date:               19th October 2011
I received a complaint from David Lloyd Management re the illegal parking at the Gyle which is happening on the road leading to their Sports Centre, and is a private road owned by them.
There are double yellow lines on the road, but despite this people are parking half on the road and half on the grass verge on both side of the road which then reduces it to barely single lane only, causing traffic chaos basically.  This is also churning up the grass verges causing damage to that area.
There are Health & Safety concerns in that an ambulance would not be able to access the Centre or pitches quickly should there be an accident.  There is the added possibility of someone getting knocked down crossing the narrow road.
The Gyle Car Park does have parking bays, which aren’t adequate for the amount of pitches that can be in play at any time however we cannot guarantee parking at any of our venues.

 I would like you to inform your teams that we need to address this problem and some suggestions could be:

1.         Car Sharing
2.         Ingliston Park & Ride
3.         Parking on the main Corstorphine Road
I have a meeting with Lothian & Borders Police on Wednesday 26th October in order to discuss this and they have indicated that there will be parking wardens in attendance at this site in the hope that this will put an end to the problem.
Your members' consideration of this problem would be appreciated.

Scottish Cup - Team Sheets & Guidance Booklet
Only official Scottish Cup team sheets may be used. Any team which does not abide by this rule, or fails to corrrectly complete the team sheets will be cited to appear before the General Purposes Committee. Two copies must be supplied to the referee, completed in black or blue ink, before the game commences. Scottish Cup team sheets are available for download here (pdf 34KB) or here (MS Word 83KB). You must use the teamlines supplied by the SYFA,
You must complete all details required on the teamline,
You
must write clearly and in black or blue ink,
You
must give each player’s number, full name, full address, place of registration of birth, date of birth and the players’ POSTCODE,
You must ensure that your Club Registration Number is on both teamlines. No abbreviations or dittos will be accepted.


SYFA Child Protection - Additional Signatory Training
 Clubs which do not currently have an additional signatory can put forward a member to be trained by one of the exisiting fully-trained signatories within the SE Region. Allan Archibald can give details of who these trainers are, and it is up to the Club to make contact and arrange a mutually suitable time and date for a training session.

SYFA Scottish Cup Referee fee
The fee for a referee in a Scottish Cup game for Season 2011/2012 is £34
whilst the fee for an assistant referee is £23

SYFA Coerver Programme
The SYFA invites members to attend and view the SYFA Coerver Programme and Jim Dolan Chair of the Development Sub-committee would be delighted to see members who wish to attend the 10 modules to be held at the Toryglen Regional Centre, Glasgow. This is an open invitation to all members of the SE Region to view the sessions.

Lothian Buses SE Region Youth Football Leagues - Constitutions
At the recent SGMs of the Lothian Buses SE Region 13s & 14s and the Lothian Buses 15s,16s, 17s & 19s Youth Football Leagues proposals to amend the constitutions were submitted by the relevant committees and approved, unopposed, by the members.
The amended 13s/14s and 15s~19s constitutions are available online in 'pdf' (129KB).

West Lothian County 15s Select Squad - looking for 'friendlies'
The coaches of the West Lothian County 15s Select (2011/2012) are looking for opponents to play 'friendlies' in the run-up to, and throughout the new season. If any team is interested then please contact either Gary Murray (07515 716354) or Stevie Kyle (07515 971468) to arrange a suitable date/time/venue.

SYFA First Aid requirements
At the recent SYFA AGM the requirements for First Aid certification, awarded by SYFA-approved bodies, was changed as follows:
"Officials seeking to renew their certificate or obtain certification for the first time can only submit certification from courses that last a minimum of 12 hours and have an examination / test at the end of the course."
The Scottish FA South East regional manager, David Drummond, has accordingly issued a notice that they have suspended their HSE First Aid courses until such time as they can meet these new requirements. Those holding certificates issued before the SYFA AGM will be accepted as holding a valid certificate for SYFA purposes. Any certificates issued for first aid courses held after the SYFA AGM, which did not follow the new requirements, should be validated through consultation with the SFYA office staff.

SYFA Constitution - alterations for season 2011~2012
A number of amendments/alterations was made to the SYFA Constitution at the recent AGM:
  • Scottish Cup: For next season onwards, all Scottish Cup ties for ages 13s to 19s shall be played to a finish.
  • Cup Competions: In all Cup Competitions, Domestic or National, Rule 132 will apply as follows: "A player shall not be considered cup-tied in any competition if the member club for which he played in the competition resigns it's membership of the SYFA before 1st October in the season."

SYFA Disciplinary Procedures - review of Clause 4. Serving of Suspensions
On the back of various press reports at the weekend concerning the implementation of a second suspension for Neil Lennon, I have reviewed the SYFA Disciplinary Procedures and report as follows:
4. SERVING OF SUSPENSIONS
All match suspensions will commence on the earlier of:
a) the Friday, which is at least 7 days after the date of the postmark on the written notification of the suspension to the player or official and their club or
 
b) at the completion of any current suspension.

In light of the above we can continue as present.

Glenafton Athletic Festival of Football - Notice from SYFA, Hampden

On 11th November 2010 the above named club were cited and appeared before the General Purposes Committee of the SYFA for breaching SYFA rules regarding festivals / tournaments. The outcome of said meeting was that Glenafton Athletic were banned from holding or organising festivals or tournaments for a period of 5 YEARS.
However, it has come to the attention of the SYFA that they are once again trying to organise the festival for ages 8-12 playing 7 A Side and the tournament for older age groups playing 11 a Side.
You are therefore advised that SYFA has not authorised the festival / tournament and that no team will be given permission to attend. Your League should make all clubs aware of this and must refuse any of their clubs permission to participate. Should any team attend and it comes to the attention of the SYFA, said league and team will be subject to discipline by the SYFA which may result in removal from membership.
Should you have any further questions, please do not hesitate to contact David Little, National Secretary.


We ask that you make all clubs within your Region and/or Leagues aware of the possible sanctions.

Clubs (teams) affiliating to SYFA for Season 2011/2012

Existing member clubs will have an SYFA ID number and as such should have a qualified first aider. When the League Secretary is approving these clubs he will ensure that they provide a copy of a current valid first aid or sports injury certificate. Season 2011~2012, Lothian Buses SE Region 15s ~ 19s Youth Football League
The application form for 15s (1997), 16s (1996), 17s (1995) and 19s (1993) teams wishing to join the Lothian Buses SE Region Youth Football League for next season is available for download here (pdf 141KB) or here (MS Word 45KB).
Form MUST be completed in BLOCK CAPITALS  and returned along with the MEMBERSHIP FEE of  £30.00.
The last day this form should be received by the League Secretary is 2 weeks prior to the AGM, the date of which is Monday 27th June 2011. Failure to do so will result in being treated as a 'new club' and placed in the lowest Division.
Please note that a team may not register with the SYFA online until they have been accepted into membership of a League or Association.

New Section : Player Suspensions
At the request of members, the League Committees have agreed that a player suspension section be published on the web site so that players and officials are aware of current suspensions. The lists, one for each age group, will be updated on a Friday. The format will not feature a count-down, purely the number of games and the original date of commencement of the suspension. Once the suspension has been completed, the player's name will be removed.

SYFA Player Registrations - procedure
Your attention is drawn to an item in the Guidelines booklet issued to Team Secretaries whose team is participating in the Scottish Youth FA Challenge Cup:
Ensure that all players who will play for your club in any cup tie are registered. A player shall not be eligible to play for a member club in a cup-tie unless he is registered and appears on the club's list of Registered Players at www.syfaregistrations.co.uk before playing. It is your club's responsibility to check the registration system.
Registrations 'pending approval' will only be approved if the requisite paperwork, correctly completed, is received within three working days of the signatures. Faxed forms will, following a telephone call to the office, receive provisional approval subject to the original paperwork being received within three working days of the date of the signatures. If the paperwork is not received within three working days then the relevant registration will be declared null and void and removed from the database.

SYFA League and Team Registration - Season 2011/2012

Season March 2011 to November 2011

Leagues will be able to register from 7th February 2011. Teams who have never been registered with SYFA before can register from 15th February 2011. Teams who are currently registered and have an SYFA ID number can re-affiliate from 1st March 2011.

 Season August 2011 to June 2012

SFA Referees - Standard 'Misconduct Report' Form
Would all SFA referees officiating in Scottish Cup Ties please use the new standard form for reporting misconduct. The form, in pdf, can be downloaded here, with a continuation sheet here.

NATIONAL PLAYER PATHWAY IMPLEMENTATION

Over the last two years SYFA has worked in conjunction with the SFA to produce a National Player Pathway that will help Scotland produce the stars of the future. The pathway has been debate the length and breadth of the country from Orkney to Paisley, from Inverness to Dumfries and has received overwhelming support before final approval by the Executive Committee of the SYFA. This approval resulted in changes to the constitution which allows the pathway to become national policy. For the first time there will be a single approach to development of our young players. Implementation of the pathway will be supported by in-service training for Fun Fours, Soccer Sevens and the 11-a-side game, all supplied by the SFA Technical Department.

The Implementation Plan for Season 2011 / 2012 for age groups 2001 to 2005 dictates that the season will start on 1st March 2011 until 30th November 2011.

For age group 2000 the season will start on 1st March 2011 until June 2012

For age group 1999 the season will be split into 2 periods: Period 1 up to June 2011 and from August 2011 until June 2012

For age groups 1998 to 1990 the season will start in August 2011 until June 2012

Age groups 2003 (see rules for age 8), 2004 (see rules for age 7) and 2005 (see rules for age 6) will play Fun Fours 

Age groups 2000 (see rules for age 12), 2001 (see rules for age 11), 2002 (see rules for age 10) will play Soccer Sevens 

Age groups 1999 (13s), 1998 (14s), 1997 (15s), 1996 (16s), 1995 (17s), 1994 including 1993 (19s) and 1992, 1991 and 1990 (21s) will play 11 a side

Use of 3G Pitches

Following an enquiry at a recent SFA SE Region Forum, the National Secretary gave this answer:

"3G pitches have been sanctioned and included within the SYFA Constitution and as such no teams can refuse to play on this surface. When arranging the match the home team must inform their opponents of the type of surface."

In addition to this, the SERYFA requires sufficient notice to be given to the opposing team that the game will be played on an artificial surface and should also include any special requirements, such as footwear/studs/blades etc.

SYFA DISCIPLINARY PROCEDURES 2010/2011

SYFA Disciplinary Procedures have undergone a number of changes and additions. It is important that Team Secretaries, Coaches and Players be aware of the new procedures, which can be viewed and/or downloaded here as a '.pdf' file (85KB). The changes are highlighted in red and to allow monochrome printing are marked with a black vertical line to the left of any alteration.


Substitutes ruling - 19s & 21s

Following a referee seeking clarification of the substitutes rules at 19s and 21s age groups, the SFA has stated that under no circumstances are referees to diverge from the current rule, i.e. both age groups shall play matches where only 3 from 5 substitutes, not 'rolling subs', are allowed to take the field of play. Any queries re this confirmation of the rules should be directed to the SYFA or SFA.


Lothian Buses South East Region Youth Football Leagues - Official Team Lines

Please note that only official team lines are acceptable. Two copies, fully completed and with up-to-date information, are to be given to the referee before the game. The referee will give one copy to the opposing team secretary and send the other to the League Secretary.

City of Edinburgh Council: Facility Lets - prioritisation

Demand for use of City of Edinburgh Council football facilities has resulted in a prioritisation scheme being introduced. Presently the scheme is informal, however it is expected that a formal policy will be introduced in the future. Where football facilities are part of a school, clubs wishing to use said facilities are expected to provide a player pathway within their club for pupils of that school and the local community. Complying with this would result in the club being given priority use of the sports facilities over other applicants. The current benchmark for measuring conformity and priority is accreditation through the SFA Quality Mark.

Advertising for players on websites and in newspapers

Would team secretaries/coaches please ensure that when placing advertisements seeking players on websites and in local newspapers it is made absolutely clear that only unregistered players may trial, including training, with that team. Please also note that accepting verbal assurances from either the player, their parent or Pro-Youth club that the player has been released is not sufficient evidence that the player is indeed no longer registered with another team.

LOTHIAN BUSES SE 19s LEAGUE ~ EAST OF SCOTLAND 19s LEAGUE

Please be advised that players registered with a team playing in the Lothian Buses SE 19s League are not, under any circumstances, allowed to play for a  team participating in the East of Scotland 19s League and vice versa. Any queries or comments on this ruling should be directed to the National Secretary, SYFA, Hampden Park, Glasgow, G42 9BF.


LOTHIAN BUSES SE 19s LEAGUE - SUBSTITUTES

After consultation with the National Secretary, it is confirmed that compliance with Rule 137 of the SYFA Constitution and Rules shall be mandatory:

137. In all ties the substitution of players will be permitted in accordance with the following stipulations, which must be adhered to;
13s’ to 17’s age groups - 5 substitutes from 5 named substitutes.
19’s to 21’s age groups – 3 substitutes from 5 named substitutes.
At all age groups up to and including 17’s level, players substituted are available to retake the field of play at a later time in the match.
